First determine exactly what needs to be checked
The object of a study and the document describing the study provide different information. If equipment has already been repaired, goods have been lost or access to premises is blocked, the report can still be examined. The reviewer checks how well the procedures, initial information and calculations described support the conclusions reached. The scope of this check depends on the contents of the documents provided.
Before work begins, it is useful to formulate a specific doubt: the source of a value is unclear, a conclusion applies to the whole batch although only individual samples were examined, or a cause of damage is named without comparing possible alternatives. Identifying the disputed passage helps select a specialist with the right expertise and establish whether the available materials are sufficient to answer.
What can be established from the text and appendices
Consistency between the question, study and answer
The check starts by comparing the questions posed with the examination and final sections. For example, a question about the cause of a defect requires analysis of how it arose. A list of the damage found does not in itself provide that analysis. The reviewer establishes whether observations lead to an explanation of the cause, which alternatives were considered and which circumstances remain unknown.
The scope of the conclusion is also checked. Are the characteristics that link the results to a particular product described? Do the model, number, inspection location and date match across the document? Is applying the observations to other products, areas or periods substantiated? A mismatch may be a typo, or it may affect identification of the object examined. The significance of the comment must be explained.
Calculations and the use of input data
If the necessary values and calculation procedure are provided, the calculation can be repeated to check units, rounding, transfers of values from tables and whether intermediate results match the total. If source files are unavailable, the reviewer states which part could be recalculated from the document and where the check stopped.
The origin of the data is examined separately: where dimensions, characteristics, prices, dates and operating conditions came from. It is important to distinguish a measurement result, information from technical documentation and an assumption by the author. If a disputed value was supplied by a party, the review must take its status into account. The use of such information alone does not prove an error.
Applicability of the chosen approach
The description makes it possible to assess whether the chosen method suits the task and stated conditions, whether its application is explained and whether material limitations are recorded. For measurements, operating mode, control points, equipment and accuracy information matter. For comparisons of objects, the grounds for selecting comparables and accounting for differences matter. The assessment is carried out by a specialist in the relevant field: a general list of formal comments does not replace substantive analysis.
The limits of a document-based check
A reviewer given only the report did not observe the original inspection. They cannot use their own observations to confirm the actual condition of an inaccessible object, discover a hidden defect or take missing measurements. A photograph permits analysis of what is visible in it, taking account of the angle, quality, scale and origin of the file.
Finding a contradiction in a document and establishing an item's actual condition are separate results. If numbers in a calculation were added incorrectly, this can be demonstrated using the source table. If the issue is whether a crack existed before repair, additional materials or a new study of the object may be required. An honest description of the limits of the check makes comments easier to understand and verify.
Materials to prepare
- The complete report with all pages, signatures, tables and appendices.
- The document containing the exact questions and the list of materials given to the expert.
- Photographic tables, inspection and measurement records, and calculation files, if available.
- The documents relied on by the examiner: technical specifications, technical documentation, records and information about use.
- A brief list of your doubts with page numbers and an explanation of why each passage matters.
Keep source files separate from annotated copies. If any appendices are missing, list them explicitly. The reviewer needs to understand what was absent from the original study and what was simply not provided for checking. These situations require different assessments. Sending only selected disputed pages may conceal an explanation found in another section.
What a substantive comment looks like
A useful structure has four parts: an exact reference to the passage, the inconsistency found, its effect on a specific conclusion and a way to clarify it. For example: the final calculation uses a value whose source cannot be established from the materials provided; without it, the resulting figure cannot be verified; the original measurement sheet is needed to continue. Such a comment allows the reviewer's reasoning to be checked.
A general statement that 'the entire examination is unreliable' is of little help if the connection with the study is not shown. Comments should be differentiated by significance: a technical typo, an incomplete description, an unverifiable calculation, a contradiction between data and a conclusion. State separately whether correcting the error found changes the result.
Questions to put to the reviewer
- Do the materials provided allow the substantiation of the answer to each question posed to be traced?
- Do the input values and calculations performed correspond to the information given in the report and appendices?
- Is applying the results to the objects and conditions stated in the conclusion substantiated?
- Which limitations found affect the ability to verify a specific conclusion?
How to use the results of the check
The check may yield substantiated comments, a list of missing materials and questions for clarification. Sometimes a document-based check confirms that the study is consistent, while the doubt requires checking the object itself. A review does not overturn a report or predetermine the court's assessment of evidence. Further procedural steps are discussed with the representative, taking account of the type of case and the circumstances identified.
